Cheko Carter

Board Chairman

Cheko Carter is a United States Navy Veteran and a long-serving leader of the High Point Neighborhood Family Center (HPNFC), where he has dedicated more than 20 years to strengthening families, empowering youth, and advancing community-driven programs. His involvement with HPNFC began during his tenure with the Pinellas County Sheriff’s Office, where he served as a Community Policing Deputy assigned to the High Point community. Through this role, he witnessed firsthand the transformative impact of HPNFC’s programs on local youth and recognized the Center as a vital partner in building trust between law enforcement and the community.

His collaborative efforts with HPNFC contributed to improved community relationships, reduced crime, and enhanced the quality of life for residents. His leadership and commitment were recognized when he was named Community Policing Deputy of the Year. He was also honored by the Juvenile Welfare Board with the KidsFirst Cooperman-Bogue Award, which celebrates professionals who put children first. Additionally, he has been recognized as Rotary Club of Clearwater East President of the Year and currently serves as an appointed member of the Juvenile Welfare Board Mid-County Community Council.

Throughout his tenure at HPNFC, Cheko has served as an Adviser, Board Chairman, and General Manager. In each role, he has been instrumental in expanding the Center’s programs, staff, partnerships, and physical footprint. His leadership has helped create strong collaborations with local agencies, broaden shared resources, and build the organizational capacity needed to meet the evolving needs of the High Point community.

As Board Chairman, Cheko remains focused on strengthening HPNFC’s long-term sustainability. He brings deep expertise in governance, community engagement, and strategic advocacy, lending his voice to ensure the Center’s mission and vision remain at the forefront of every decision. His commitment to service, shaped by his military background, law enforcement experience, and decades of community leadership, continues to guide his work as a champion for families and youth in High Point.

Joshua Estremera

Vice Chairman

Joshua J. Estremera is a passionate pastor, seasoned coach, husband, father, and purpose-driven entrepreneur with more than 13 years of ministry leadership and 14 years of coaching experience. As the Founder and Senior Pastor of Family Life Bible Church and the founder of Takes A Village, LLC, Joshua is committed to building people, strengthening communities, and creating lasting, generational impact.

Joshua’s strengths span community relations, communication, personal development, operations, and safety. As a bilingual Spanish speaker, he is skilled at connecting across cultures and building trust with diverse families. His dynamic presence, grounded values, and unwavering integrity have earned him recognition in both ministry and coaching, where he consistently leads with compassion, clarity, and purpose.

At the heart of Joshua’s work is a guiding belief: “Don’t let your home life determine your destiny.” This philosophy shapes his approach to ministry, mentorship, and community engagement. Whether he is preaching from the pulpit, coaching on the field, or collaborating in the boardroom, Joshua’s mission remains constant to uplift others, strengthen families, and do what is best for the community as a whole.

Joshua is grounded by faith, driven by service, and energized by collaboration. His leadership continues to inspire individuals and families to pursue growth, healing, and purpose, making him a valued partner in community-centered initiatives throughout the High Point area.

Joe Price

Treasurer

Joe Price is a seasoned financial executive with more than three decades of experience leading high-growth companies across the insurance, technology, and healthcare sectors. He has partnered with the Florida CFO Group since 2013, providing strategic financial leadership and executive-level guidance to organizations seeking to strengthen fiscal operations, improve performance, and scale sustainably.

From 2008 to 2013, Mr. Price served as Executive Vice President and Chief Financial Officer of Advantica Benefits, a national vision insurance company serving more than 3 million members. Before that, he was the Chief Financial Officer of RedVector.com, a Tampa-based online education company, where he led financial strategy during a period of significant expansion from 2004 to 2008.

Earlier in his career, Mr. Price held key financial leadership roles for several major corporations, including serving as Vice President and Controller for Linvatec Corporation. Linvatec was later acquired by Bristol-Myers Squibb (BMY), where he continued to support financial operations. He also served as Controller for Intravascular Corporation, a subsidiary of Datascope Corporation (DSCP), further deepening his experience in public-company financial management.

Mr. Price began his career as a Certified Public Accountant with Price Waterhouse, where he worked with public and private companies in manufacturing, technology, and healthcare. His extensive background in corporate finance, compliance, and strategic planning has made him a trusted advisor to organizations across Florida.

As Treasurer of the High Point Neighborhood Family Center, Mr. Price brings exceptional financial oversight, governance expertise, and a commitment to strengthening community-based programs. His leadership supports HPNFC’s long-term sustainability, ensuring that resources are managed responsibly and aligned with the Center’s mission to empower families and youth in the High Point community.

Marsha Brown

Secretary

Marsha Brown is a proud mother of two daughters and a dedicated nonprofit and education leader with a deep passion for empowering students, families, and communities through innovative learning opportunities. A graduate of Boca Ciega High School and Saint Petersburg College, she holds a degree in Early Childhood Education and has built a career centered on service, equity, and student success.

Her professional experience spans multiple sectors, including early childhood education, nonprofit program support, marketing, and grant compliance. She has served as a Pre-K teacher, Marketing Director, Grant Compliance Coordinator, and Admissions and Marketing Coordinator. She also worked as a contractor with the Pinellas County Urban League, supporting initiatives that strengthen families and expand access to essential resources.

For the past 16 years, she has served the Pinellas County School Board in a variety of roles, including District Truancy Officer and Family and Community Liaison. In each position, she has championed student engagement, family stability, and community partnership, always with a focus on removing barriers and creating pathways to success for underserved youth.

She currently serves as the Coordinator for the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program, where she leads efforts to design and implement high-quality, enriching learning experiences for students across the district. Her work includes program development, partnership cultivation, compliance oversight, and ensuring that students, particularly those in high-need communities, have access to safe, supportive, and academically enriching environments beyond the school day.

Grounded by her commitment to family, community, and educational equity, she continues to advocate for programs that uplift students, strengthen families, and build stronger, more connected communities.

Marsha Rimer

Board Director

Marsha Rimer has been a proud Clearwater resident since 1967. She attended Clearwater High School, St. Petersburg College, and the St. Petersburg College Dental Program. Throughout her career, Marsha has remained deeply connected to the medical and dental fields, often working directly with children and families. She is the mother of two daughters, Julie and Brandie.

Marsha served as Executive Director of the Bay Area Pregnancy Center for 17 years, following many years of involvement with the organization. Under her leadership, two additional satellite centers were opened, and numerous educational programs were developed and implemented. She believes strongly in a multifaceted approach to supporting clients’ physical, emotional, and spiritual needs, guided by her philosophy that “loving the whole person” is essential to creating meaningful, lasting change. Marsha also established several successful fundraising initiatives that strengthened the organization’s long-term sustainability.

Although she retired in February 2025, Marsha continues to support the nonprofit as a consultant when needed.

Marsha currently serves as an ambassador for the Christian Chamber of Commerce Tampa Bay, where she has been an active member for more than eight years. She frequently participates in special events, outreach efforts, and fundraising activities, reflecting her ongoing commitment to service, community engagement, and faith-driven leadership.

Annette Mavres

Board Director

Principal Mavres has proudly served as the Principal of High Point Elementary School since 2019, bringing decades of experience, deep community commitment, and a passion for student success. A graduate of Pinellas County Schools, she earned her degree in Elementary Education from the University of Central Florida and began her career at Wekiva Elementary in Seminole County, where she was honored with the Sallie Mae National Beginning Teacher of the Year Award.

After returning to Pinellas County, she taught at Skycrest Elementary before earning her master’s degree in K–12 Administration and advancing to roles at Bauder Elementary and Lealman Avenue Elementary, where she served as Assistant Principal for 13 years. Her leadership at High Point Elementary is rooted in collaboration, instructional excellence, and a commitment to creating a safe and engaging learning environment.

She has also served on the High Point Neighborhood Family Center Board of Directors since 2022, strengthening partnerships that support the academic and social-emotional needs of children and families. Her career reflects a lifelong dedication to education, community service, and the belief that strong schools and strong families build strong communities.

Outside of work, she enjoys reading, spending time with her family, and embracing life. She looks forward to another exciting school year at High Point Elementary.
